Master Facilities Plan and Comprehensive Financial Plan

Bonneville County is developing a Master Facilities Plan (MFP) and a Comprehensive Financial Plan (CFP) to create a long-term roadmap for managing facilities, planning for growth, and to inform financial decisions over the next 20 years.

The project, supported by the County’s municipal advisor Clearwater Financial, began in June 2026 and is anticipated to be completed in Fall 2027.

The MFP will evaluate existing facilities, identify current and future space and operational needs, and develop recommendations for renovations and expansions. The CFP will evaluate the County's financial capacity and identify practical funding and implementation strategies.

Together, these plans will help ensure facility investments are aligned with County priorities, taxpayer resources are used responsibly, and that future leaders have a flexible, data-driven framework for making capital investment decisions.

The completed MFP will:

  • Address operation and maintenance needs
  • Ensure code compliance
  • Identify capital improvements
  • Provide cost estimates
  • Outline priorities and phasing plan

The completed CFP will:

  • Evaluate financial health
  • Measure fiscal sustainability
  • Develop financial policies
  • Identify funding options and strategies
  • Provide an implementation roadmap
